The Role of Reproductive Health and Reproductive Health Supplies in Strengthening Health Systems, 2009 This report will look at the importance of reproductive health (RH) and reproductive health supplies (RHS) within basic health care and health system strengthening (HSS) and will present recommendations on how to ensure that they are included in the implementation of national health policies and health system strengthening. It will examine the role of European Union (EU) donors in supporting RH and RHS in the broader context of support to health system strengthening, not only through bilateral aid (e.g. in the form of budget support) but also through their contributions to global health organizations such as The Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM), the Global Alliance for Vaccines and Immunization (GAVI) and global health initiatives such as UNITAID and the International Financing Facility for Immunisation (IFFIm). It will also consider donor coordinating mechanisms such as the International Health Partnership and Related Initiatives (IHP+) and the EU Code of Conduct on the Division of Labour, which were developed in line with the Paris Declaration and the Accra Agenda for Action on Aid Effectiveness.
Track record on policies and funding for reproductive health supplies: country briefs of 15 countries in Europe, 2009
Following the report on Funding for Reproductive Health Supplies (RHS), which was published last year, Countdown 2015 Europe partners based in 15 countries in Europe went back to each of their governments this year to monitor progress in support for RH and RHS funding and policies in Europe. Their analyses have resulted in 15 country briefs giving an overview of the main findings in each of the countries.
In addition, a fact sheet on RHS explains the urgent need for European donors to increase their policital and financial commitment to RHS. This is vital for securing universal access to reproductive health and achieving the MDGs.
Fact Sheet Reproductive Health Supplies
The report analyses data from the EU institutions and seven European national governments - Denmark, Finland, France, Germany, the Netherlands, Sweden, and the UK - related to funding for SRHR, and for RHS specifically. It creates a baseline for monitoring progress in increasing the level of funding and donor transparency and accountability with regard to RHS funding.
The first Countdown 2015 Europe report, Strategic Options for Greater European Investment in Reproductive Health Supplies, is the inception publication of the Countdown 2015 Europe campaign and lays out the current best estimates for achieving universal access to reproductive health and comprehensive HIV and AIDS services (although it should be noted that the costings exclude the cost of ART). The report finds that US$29.8bn will be needed by 2010 rising to US$35.8bn by 2015. Given the limits on funding for health responses in developing countries, international donors should be responsible for providing a third of these funds or - US$9.9bn by 2010 and US$11.9bn by 2015. It also lays out ten recommendations for consideration by European donors, other policy makers and colleagues in development to achieve this target and to address the wider issues around ensuring universal access to reproductive health supplies.
